(c). That the site now occupied by the Naval Infec- tious Diseases hospital does not comply as shown in the Hon. Doctor Atkinson's case with the requirements laid down in 1902 by the Local Government board in London for select- ing a site for a small-pox hospital, which requirements were instituted to lessen the risk of small-pox hospitals disseminating that disease to neighbouring communities, (d). That sore European houses are only about 77

yards, the Royal Naval General Hospital about 140 yards, and other houses and buildings, as well as a large Chinese population under 4 of a mile's distance from the Infectious Diseases Hospital vide the Hon. Doctor Atkinson's statement of case, and as the distance men- tioned between the above places and the Naval Infectious Diseases Hospital are in my opinion too short to remove all risk of infection being conveyed to the above places, if small- pox cases were treated in the Naval Infectious Diseases Hospital,

(e). That one of the main roads for people passing

from Victoria to the Happy Valley and a road that is very much used runs just underneath the hill oo.which the Naval Infectious hospi- Lai is located,

(f). That the Laundry for the Naval Hospital for General Diseases is on the same hill as the Infectious Diseases Hospital and within a short distance of the wards, exposing those exployed there to danger of infection if the Laundry were usel when small pox cases were under treatment in the hospital,

1 am of opinion, that the treatment of cases of small-pox in the Naval Infectious Diseases Hospital would constitute a danger to the health of the community, and therefore decide in favour of the contention put forward by the Government of Hongkong.
